Le gouvernement maintient le cap de ses investissements, mais de gros efforts restent \u00e0 fournir au regard des tendances.<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Conscient de la r\u00e9alit\u00e9 selon laquelle le syst\u00e8me \u00e9ducatif togolais se trouve \u00e0 la crois\u00e9e des chemins, le gouvernement m\u00e8ne \u00e0 cet effet une politique volontariste d\u2019expansion et d\u2019\u00e9quit\u00e9 \u00e9ducative.<\/p>\n\n\n\n<p>Elle se traduit par la cr\u00e9ation d\u2019\u00e9tablissements, le recrutement d\u2019enseignants, la construction et r\u00e9habilitation de b\u00e2timents scolaires, la dotation en manuels scolaires et \u00e9quipements p\u00e9dagogiques. Toutefois, ces r\u00e9alisations quoique louables, demeurent toujours insuffisantes devant l\u2019ampleur des besoins.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>Une offre encore en de\u00e7\u00e0 des besoins<\/strong><\/p>\n\n\n\n<p>Bien que traduisant une volont\u00e9 politique ind\u00e9niable, la cr\u00e9ation d\u2019\u00e9coles nouvelles se heurte \u00e0 des limites structurelles. Les conditions d\u2019accueil, souvent pr\u00e9caires et les longues distances impos\u00e9es aux \u00e9l\u00e8ves, parfois \u00e2g\u00e9s de moins de 11 ans, posent un v\u00e9ritable probl\u00e8me de s\u00e9curit\u00e9 et de d\u00e9crochage.<\/p>\n\n\n\n<p>Les filles sont encore plus frapp\u00e9es par cette situation, premi\u00e8res victimes de l\u2019abandon, expos\u00e9es aux mariages pr\u00e9coces, aux violences et aux pressions socioculturelles.<\/p>\n\n\n\n<p>L\u2019extr\u00eame jeunesse de certains admis au BEPC (11-13 ans) illustre par ailleurs les contradictions du syst\u00e8me&nbsp;: trop jeune pour assumer l\u2019exigence du secondaire, ces \u00e9l\u00e8ves sont contraints \u00e0 une mobilit\u00e9 co\u00fbteuse et d\u00e9stabilisante, synonyme de charges suppl\u00e9mentaires pour les familles et de risques accrus pour leur \u00e9panouissement.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>La jeune fille, victime principale<\/strong><\/p>\n\n\n\n<p>Trop souvent, les filles sont condamn\u00e9es \u00e0 l\u2019abandon, \u00e0 cause de l\u2019\u00e9loignement des \u00e9tablissements secondaires. Confront\u00e9es \u00e0 la longueur des trajets, \u00e0 l\u2019ins\u00e9curit\u00e9 sur les pistes et aux pesanteurs sociales, beaucoup sont retir\u00e9es de l\u2019\u00e9cole par les familles brandissant le pr\u00e9texte de la \u00ab&nbsp;protection&nbsp;\u00bb. Cette tragique r\u00e9alit\u00e9 qui exacerbe les in\u00e9galit\u00e9s de genre, annihile les effets des politiques de promotion de la jeune fille et accentue le contraste entre le discours politique et le v\u00e9cu dans les communaut\u00e9s.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>Gouverner, c\u2019est aussi agir maintenant\u00a0!<\/strong><\/p>\n\n\n\n<p>C\u2019est \u00e9vident que le dilemme est patent&nbsp;: faut-il attendre l\u2019\u00e9cole id\u00e9ale ou privil\u00e9gier les alternatives qui r\u00e9pondent \u00e0 la demande \u00e9ducative actuelle avec une logique d\u2019efficience&nbsp;?<\/p>\n\n\n\n<p>Reporter l\u2019action, au pr\u00e9texte d\u2019une hypoth\u00e9tique qu\u00eate de perfection, revient \u00e0 sacrifier des g\u00e9n\u00e9rations enti\u00e8res et creuser irr\u00e9m\u00e9diablement les fractures sociales. Gouverner ne consiste pas \u00e0 id\u00e9aliser tout en demeurant passif mais c\u2019est l\u2019art d\u2019arbitrer et d\u2019agir au pr\u00e9sent pour offrir un avenir.<\/p>\n\n\n\n<p>Il appartient donc \u00e0 l\u2019Etat, d\u2019agir sans d\u00e9lai, pour garantir les conditions minimales d\u2019une \u00e9ducation de qualit\u00e9&nbsp;: b\u00e2timents scolaires en mat\u00e9riaux provisoires, \u00e9quipements minimaux, acc\u00e8s aux manuels, adaptation des horaires aux contraintes locales, all\u00e8gement et modernisation des programmes, appui \u00e0 l\u2019excellence. Toutefois, ces initiatives pour \u00eatre acceptables doivent s\u2019inscrire dans une vision constructive, une logique d\u2019am\u00e9lioration et de consolidation progressives. Ne rien entreprendre en miroitant un id\u00e9al inatteignable, c\u2019est acc\u00e9l\u00e9rer le d\u00e9litement de notre syst\u00e8me scolaire.<\/p>\n\n\n\n<p class=\"has-text-align-center\"><strong>Une r\u00e9ponse gouvernementale qui doit s\u2019amplifier<\/strong><\/p>\n\n\n\n<p>Des mesures notables sont certes en cours, sous l\u2019impulsion du gouvernement&nbsp;: recrutement massif d\u2019enseignants (pr\u00e8s de 5000 cette ann\u00e9e), distribution de manuels, extension des cantines scolaires, lancement d\u2019un programme ambitieux de construction de 15 salles de classe suppl\u00e9mentaires. Ces initiatives certes salutaires, ne constituent, \u00e0 la v\u00e9rit\u00e9, que le premier palier de la r\u00e9ponse au besoin \u00e9ducatif. Une r\u00e9ponse durable, en effet, commande une approche syst\u00e9mique, graduelle et int\u00e9gr\u00e9e&nbsp;: rapprocher les \u00e9coles des communaut\u00e9s, instaurer des dispositifs s\u00e9curis\u00e9s pour la mobilit\u00e9 des apprenants, cr\u00e9er un cadre scolaire moins r\u00e9vulsant, ceci en tenant compte des r\u00e9alit\u00e9s locales.<\/p>\n\n\n\n<p>Au demeurant, la volont\u00e9 politique est certes manifeste, mais elle doit se traduire par des choix encore plus audacieux, assum\u00e9s et concr\u00e9tis\u00e9s. L\u2019avenir de la Patrie d\u00e9pend de la capacit\u00e9 \u00e0 offrir \u00e0 chaque enfant, sans distinction aucune, une \u00e9ducation accessible, s\u00fbre et de
