{"id":17181,"date":"2026-10-14T09:09:00","date_gmt":"2026-10-14T07:09:00","guid":{"rendered":"https:\/\/lavoixdelanation.tg\/?p=17181"},"modified":"2026-10-14T15:14:18","modified_gmt":"2026-10-14T13:14:18","slug":"decentralisation-51-milliards-f-cfa-au-benefice-de-35-communes","status":"publish","type":"post","link":"https:\/\/lavoixdelanation.tg\/index.php\/2026\/10\/14\/decentralisation-51-milliards-f-cfa-au-benefice-de-35-communes\/","title":{"rendered":"D\u00e9centralisation : 5,1 milliards F CFA au b\u00e9n\u00e9fice de 35 communes"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Dans le cadre de la mise en \u0153uvre du Programme d\u2019appui au financement des communes (PAFC), 35 communes togolaises viennent de b\u00e9n\u00e9ficier d\u2019une enveloppe financi\u00e8re de 5 176 971 379 F CFA visant \u00e0 soutenir des projets prioritaires au b\u00e9n\u00e9fice des populations.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les documents du financement ont \u00e9t\u00e9 paraph\u00e9s ce mardi 13 octobre 2026 au palais des congr\u00e8s de Lom\u00e9 entre le Minist\u00e8re de l\u2019Administration territoriale, de la gouvernance locale et des affaires coutumi\u00e8res et les communes b\u00e9n\u00e9ficiaires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soutenu par la Coop\u00e9ration financi\u00e8re allemande \u00e0 travers un don de 20 millions d\u2019euros, soit environ 13,1 milliards FCFA, le PAFC couvre 69 communes des r\u00e9gions de la Kara, Centrale et des Plateaux.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mis en \u0153uvre par l\u2019Unit\u00e9 de gestion de projet du Fonds d\u2019appui aux collectivit\u00e9s territoriales (FACT), avec l\u2019appui technique du groupement I&amp;D-ETD, le Programme vise \u00e0 renforcer les capacit\u00e9s des communes et \u00e0 financer des infrastructures dans les domaines de l\u2019\u00e9ducation, de la sant\u00e9, des march\u00e9s et du d\u00e9veloppement socio\u00e9conomique.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"592\" src=\"https:\/\/lavoixdelanation.tg\/wp-content\/uploads\/2026\/10\/51-milliards-F-CFA-au-benefice-de-35-communes-au-Togo-1024x592.jpeg\" alt=\"\" class=\"wp-image-17183\" srcset=\"https:\/\/lavoixdelanation.tg\/wp-content\/uploads\/2026\/10\/51-milliards-F-CFA-au-benefice-de-35-communes-au-Togo-1024x592.jpeg 1024w, https:\/\/lavoixdelanation.tg\/wp-content\/uploads\/2026\/10\/51-milliards-F-CFA-au-benefice-de-35-communes-au-Togo-300x173.jpeg 300w, https:\/\/lavoixdelanation.tg\/wp-content\/uploads\/2026\/10\/51-milliards-F-CFA-au-benefice-de-35-communes-au-Togo-767x443.jpeg 767w, https:\/\/lavoixdelanation.tg\/wp-content\/uploads\/2026\/10\/51-milliards-F-CFA-au-benefice-de-35-communes-au-Togo.jpeg 1080w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">La s\u00e9lection des 35 communes b\u00e9n\u00e9ficiaires r\u00e9sulte d\u2019une \u00e9valuation portant notamment sur leurs performances en mati\u00e8re de gestion des ressources et d\u2019ex\u00e9cution des projets, la pertinence des investissements propos\u00e9s, la s\u00e9curisation du foncier et le respect des exigences environnementales et sociales.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le coordonnateur du PAFC, Dr Siangou Koumtchane a expliqu\u00e9 que cette d\u00e9marche permet de s\u2019assurer que les communes disposent des capacit\u00e9s n\u00e9cessaires pour transformer les financements en r\u00e9alisations concr\u00e8tes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le secr\u00e9taire g\u00e9n\u00e9ral du Minist\u00e8re de l\u2019Administration territoriale, Esso Koudjoou (repr\u00e9sentant son ministre), a salu\u00e9 l\u2019engagement de la Coop\u00e9ration allemande, de la KfW et de la GIZ, tout en invitant les maires b\u00e9n\u00e9ficiaires \u00e0 faire preuve de rigueur, de transparence et de responsabilit\u00e9 dans la gestion des ressources.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Les projets seront ex\u00e9cut\u00e9s suivant le m\u00e9canisme de ma\u00eetrise d\u2019ouvrage assist\u00e9e, qui pr\u00e9voit un accompagnement technique des collectivit\u00e9s territoriales. La qualit\u00e9 des ouvrages, le respect des proc\u00e9dures et le suivi des projets devront garantir des r\u00e9sultats durables au profit des citoyens.<\/p>\n\n\n\n<p
