{"id":15492,"date":"2026-02-24T04:06:00","date_gmt":"2026-02-24T03:06:00","guid":{"rendered":"https:\/\/lavoixdelanation.tg\/?p=15492"},"modified":"2026-02-25T02:09:50","modified_gmt":"2026-02-25T01:09:50","slug":"togo-des-changements-dans-la-facturation-des-services-mobiles-voix-et-internet","status":"publish","type":"post","link":"https:\/\/lavoixdelanation.tg\/index.php\/2026\/02\/24\/togo-des-changements-dans-la-facturation-des-services-mobiles-voix-et-internet\/","title":{"rendered":"Togo\u00a0: Des changements dans la facturation des services mobiles (Voix et Internet)"},"content":{"rendered":"\n<p><strong>La facturation des services mobiles notamment les forfaits appels et internet fait l\u2019objet d\u2019importants changements portant, entre autres, sur la possibilit\u00e9 de conserver les forfaits non consomm\u00e9s, la justesse dans la facturation des forfaits internet.<\/strong><\/p>\n\n\n\n<p>Dor\u00e9navant, les consommateurs peuvent en effet retrouver leurs volumes non consomm\u00e9s dans un d\u00e9lai dit de conservation en souscrivant \u00e0 nouveau \u00e0 la m\u00eame offre, selon l\u2019Autorit\u00e9 de r\u00e9gulation des communications \u00e9lectroniques et des postes (ARCEP).<\/p>\n\n\n\n<p>Ce d\u00e9lai est de 10 jours pour les offres dont la validit\u00e9 est inf\u00e9rieure ou \u00e9gale \u00e0 10 jours et de 30 jours pour les offres dont la validit\u00e9 exc\u00e8de les 10 jours.<\/p>\n\n\n\n<p>Le Togo rejoint ainsi la C\u00f4te d\u2019Ivoire et le Burkina Faso qui sont les deux pays de la r\u00e9gion ayant adopt\u00e9 cette r\u00e9glementation.<\/p>\n\n\n\n<p>En outre, en cas de souscription \u00e0 des forfaits multiples, les nouvelles modalit\u00e9s de d\u00e9compte priorisent ceux dont le d\u00e9lai de validit\u00e9 et\/ou de conservation est le plus proche.<\/p>\n\n\n\n<p>Au sujet de la justesse dans la facturation des services internet mobile, l\u2019unit\u00e9 de d\u00e9compte unique \u00e0 appliquer pour tous les volumes internet, est d\u00e9sormais, l\u2019octet, soit la plus petite unit\u00e9 de mesure. Ceci permet de s\u2019assurer que le volume consomm\u00e9 correspond exactement au volume factur\u00e9.<\/p>\n\n\n\n<p>Le Togo est le seul pays de la sous-r\u00e9gion avec un tel niveau d\u2019exigence, selon l\u2019ARCEP.<\/p>\n\n\n\n<p>Quant \u00e0 l\u2019extension de la dur\u00e9e de vie d\u2019une carte SIM, le d\u00e9lai pour rendre inactive une carte SIM inutilis\u00e9e est prorog\u00e9 de trois (3) \u00e0 six (6) mois afin de mieux prot\u00e9ger les consommateurs. Le cr\u00e9dit de communication figurant sur le compte principal ne peut donc \u00eatre perdu aussi longtemps que la carte SIM demeure active.<\/p>\n\n\n\n<p>Ces trois mesures ont \u00e9t\u00e9 prises \u00e0 l\u2019issue d\u2019un long processus inclusif avec les deux op\u00e9rateurs mobiles (YAS Togo et Moov Africa Togo) et les trois associations de consommateurs (LCT, ATC, MMLK) avec l\u2019Autorit\u00e9 de r\u00e9gulation des communications \u00e9lectroniques et des postes (ARCEP).<\/p>\n\n\n\n<p>L\u2019Autorit\u00e9 de r\u00e9gulation pr\u00e9cise avoir mis en place des outils pour s\u2019assurer de l\u2019application effective de ces mesures qui devraient contribuer \u00e0 faire disparaitre le sentiment d\u2019\u00e9puisement anormal des forfaits et \u00e0 conserver plus longtemps sa carte SIM en cas d\u2019inutilisation prolong\u00e9e.<\/p>\n\n\n\n<p>\u00ab&nbsp;En outre, la d\u00e9cision encadre de mani\u00e8re plus stricte la transparence et la lisibilit\u00e9 des offres promotionnelles tout en rappelant les exigences de qualit\u00e9 de service qui y sont li\u00e9es&nbsp;\u00bb, explique l\u2019ARCEP, saluant l\u2019esprit d\u2019ouverture des op\u00e9rateurs ayant permis d\u2019obtenir ces grandes avanc\u00e9es pour une meilleure exp\u00e9rience des consommateurs sur les services mobiles au Togo.<\/p>\n\n\n\n<p><strong>La
